The Department of Urban Planning drives the development of our municipality – from vision to reality! We work broadly with everything from planning and development to strategic development, regulatory enforcement, and the maintenance of streets, parks, and properties. Within the department, we collaborate to realize the municipality's growth goals and create attractive living environments. Land and development play a central role in this work – we are involved from the very first steps in the urban planning process to plan future neighborhoods, manage the municipality's land reserves, and enable sustainable development projects. From the early planning stages to implementation and the sale of buildable land, we ensure that the municipality's land is used in a strategic and long-term manner.

Job Responsibilities

In this role, you will have a central function in the municipality's land and development work. You will be involved in development projects, which includes close collaboration with other departments within Uddevalla Municipality and requires you to ensure political anchoring. You will work with implementation issues, development economics, various orders, and handle property acquisitions and sales. You will negotiate and draw up various types of agreements, such as land allocation agreements, purchase agreements, and development agreements, as well as represent the municipality as a landowner in various contexts.

Furthermore, you handle implementation issues such as follow-up of agreements and purchase contracts and are responsible for both major and minor issues related to the role as the municipality's landowner representative. Since the role involves many contact points, it is important that you are comfortable speaking to different target groups and can communicate clearly and engagingly.

As we use framework agreements in our work, you are expected to have purchaser competence and experience working within the framework of LOU (The Public Procurement Act).

Qualifications

  • You must have at least a 3-year university degree in surveying, urban planning, land and development, or another education that the employer deems equivalent.
  • A Class B driver's license is required.
  • You have good knowledge of Swedish, both spoken and written.

Meritorious Experience:

  • Knowledge of development economics.
  • Previous work experience from the land and development sector.
  • Negotiation experience.
  • Project management experience within development projects.
  • Good knowledge of relevant legislation such as the Land Code and the Planning and Building Act.
  • Experience of development near water and coastal areas, work with flooding and landslide issues, and soil contamination issues.
  • Experience of working in politically governed organizations.
